General Statement of Job

Under limited supervision, directs, manages and supervises the operations of the Recreation Department. Work involves serving as Chief Executive Officer of Recreation Board and as ex-officio secretary of the Board; making recommendations concerning policies, plans, and procedures of the Board; executing and administering all policies, plans, negotiated provisions, and rules and regulations of the Board. Reports to the Iberia Parish Recreation and Playground Board.

Duties and Responsibilities Include but Not Limited to:

Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.

Oversees and administers all operations and activities of Iberia Parish Recreation District One which consists of parks and maintenance facility.

Serves as Chief Executive Office and ex-officio secretary of Iberia Parish Recreation Board.

Approves and directs all purchases and expenditures within the approved budget.

Establishes good community relations by working with youth groups and organization that use recreation facilities.

Attends Board meetings; provides information; submits recommendations to the Board for approval; responds to Board members’ requests.

Maintains and ensures departmental compliance with all applicable code, laws, rules, regulations, standards, policies, and procedures applicable t to the operations of the department; corrects any deviations or violations upon discovery.

Develops department budget based on needs and past years’ revenues and expenditures.

Maintains inventory of buildings, equipment, and supplies.

Communicates with Board members, Parish officials, contractors, vendors, attorneys, engineers, law enforcement and the public.

Responds to emergency calls for problems or emergency assistance.

Maintains membership with local and national recreation associations.

Supervises, directs, and evaluates supervisors; maintains open and effective communication.

Disciplines employees for violations of policies or unsafe acts.

Approves promotions and pay increases to employees.

Presents budget for approval by Recreation Board and Parish Council.

Seeks additional funding through State and Federal and other grants.

Works cooperatively with other agencies through cooperative endeavors, intergovernmental agreements to better serve department and the public.

Receives and/or reviews various records and reports such as Board initiatives, yearly budget, blueprints, ordinances, and laws.

Prepares and/or processes various records and reports such as yearly budget, policy manual, Board agenda, annual report, and grants.

Refers to policy manual, yearly budget, Parish ordinances, Department of Health Codes, State and Federal labor law, procedure manuals, codes / laws / regulations, publications and reference texts, etc.

Operates a vehicle and a variety of equipment and machinery such as lift truck, tractor, computer, scanner, printer, fax machine, etc.

Uses a variety of tools such as office tools, drafting tools, surveyor tools, hand tools, power tools, etc.; a variety of supplies such as paper, electrical supplies, hardware, blueprints, schematics, general office supplies, etc.; and a variety of computer software such as Microsoft Excel, Microsoft Word, Internet, Trims, etc.

Interacts and communicates with various groups and individuals such as Iberia Parish Recreation and Playground Board, Iberia Parish Council, mayors, contractors, youth league, vendors, attorneys, engineers, law enforcement, and the general public.

Operates office equipment. Answer’s telephone.

Greet customers, wait on customers, assists with completing forms.

Performs various administrative tasks as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, reviewing professional journals, returning telephone calls, attending and conducting meetings, answering the telephone, etc.

Performs other related duties as required.

Minimum Training and Experience:

Requires a high school diploma or GED equivalent with five to six years of experience in recreation and/or park management preferably at the supervisory level; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Must possess a valid Louisiana driver's license. Maintain membership in professional organizations such as Louisiana Recreation and Park Association and National Recreation and Park Association is desired.
