Responsibilities Include but Not Limited To

Under general supervision, performs routine to complex inspections of residential and commercial building construction and renovations for compliance with applicable building (structural, plumbing, mechanical, electrical), Zoning and related codes and ordinances. Reports to the Planning and Zoning Director.

Essential Job Functions:

  • Inspects all building construction during and after construction; ensures all components meet provisions of building, grading, and safety ordinances and approved plans, specifications, and standards.
  • Inspects structures for any violations of flood damage prevention ordinances; notifies contractor or homeowner as necessary; records results of all inspections and schedules and executes follow-up plans accordingly.
  • Conducts mobile home inspections recording results and notifying owner of any violations.
  • Assists in enforcing flood zone ordinances ensuring water drainage systems conform to specifications.
  • Attends any department, civic or other meetings and/or training seminars as required.
  • Performs routine-to-complex inspections of residential and commercial building construction and renovations for compliance with applicable building (structural, energy, plumbing, mechanical, electrical) and related codes and ordinances.
  • Provides customer service; advises and suggests alternative methods and techniques; answers code questions; provides instruction; performs research; performs problem solving on job site.
  • Conducts field inspections of permitted developments to ensure compliance with all adopted codes and ordinances of the Parish including ICC building, plumbing, mechanical, gas, electrical and swimming pool requirements are met.
  • Reviews construction and installation mechanical systems, plumbing systems, swimming pools, and gas installations for compliance to approved plans.
  • Conducts field inspections for code compliance of residential, multi-family and/or commercial structures including building, electrical, framing, footing/slabs, HVAC, plumbing, insulation, and gas as required or requested, and as assigned.
  • Prepares inspection reports; prepares and issues notices of correction and stop work orders as necessary.
  • Receives and responds to public inquiries, concerns and complaints regarding assigned cases and general department procedures.
  • Gathers information for and prepares various reports as required by the Parish and/or other agencies; maintains accurate case documentation.
  • Receives and/or reviews various forms, reports, correspondence, policies, directories, manuals, reference materials, or other documentation; completes, processes, forwards, or retains as appropriate.
  • Prepares and/or processes a variety of documentation associated with department operations, per established procedures and within designated timeframes; reviews various documentation for accuracy and completeness; distributes/issues various documentation.
  • Refers to policy and procedure manuals, computer manuals, codes/laws/regulations, publications and reference texts, etc.
  • Operates and maintains Parish-owned vehicle conducting on-site inspections; prepares and maintains mileage and fuel usage report for department records.
  • Interacts and communicates daily with an assortment of professional persons involved in related activities including contractors, other building inspectors, electrical inspectors, homeowners, government officials, etc.
  • Performs other related duties as required.

Minimum Training & Experience

High school graduate with vocational/technical training in civil or structural engineering with five to eleven months experience in the construction or architectural fields or any combination of training and experience which provides the required knowledge, skills, and abilities. Must possess a valid Louisiana driver’s license. Must be certified as a Combination Building Official. Must have commercial and residential, mechanical, plumbing, and electrical certifications.

Physical Requirements

Must be physically able to operate a motor vehicle and various measuring instruments, two-way radio, etc. Must be physically able to exert up to twenty pounds of force occasionally to lift, carry, push, pull, or otherwise move objects. Physical demands are in excess of sedentary work. Work involves frequent stooping, kneeling, crouching, crawling, climbing, and balancing. Must be able to lift and/or carry weights of approximately twenty pounds.
