GENERAL STATEMENT OF JOB

Under regular supervision, performs a variety of clerical work for the department. Work involves collecting payments; entering data; printing and mailing bills; printing, balancing, and posting payments; preparing reports; calculating meter readings and downloading data from handheld computers; and answering calls. Reports to the Officer Manager.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS:
– Counts money in drawer.

– Opens deposit slips; totals subs, deposit slips and print outs; lists customers on deposit slips.

– Cancels calls.

– Assists customers.
Enters payments in computer; prints, balances, and updates reports on daily payments.

– Enters new customers, new deposit, connection fees, application fees, and .meter taps daily; totals, prints, balances, and updates reports on each.

– Processes mail.

– Schedules time to open water with customers and for maintenance. Files applications and connection report in binders.
Prints and updates reports.

– Processes delinquent accounts after payment in computer.

– Processes disconnect customers by calling and closing if not paid by next day.

– Distributes disconnect list to Plant Supervisor.

– Enters data into computer for disconnect charges. Completes application on new customers.

– Downloads and uploads data for handheld computers for Meter Readers.

CASHIER

– Checks meter readings for misreads; ensures maintenance rechecks; makes correction on readings; reprints reports.

– Calculates and prints bills; stamps delinquent bills; assembles bills for mailing; sorts bills by zip code.

– Calls board members about monthly meetings; attends board meetings; prepares reports for meetings; makes copies of minutes.

– Makes copies of applications and minutes.

– Prepares assigned reports per established procedures. Works on non-sufficient fund checks.

– Receives and/or reviews various records and reports such as information on customers, meter readings, and payments.

– Prepares and/or processes a variety of documentation associated with department operations, per established procedures and within designated timeframes; reviews various documentation for accuracy and completeness; distributes/issues various documentation.

– Refers to policy and procedure manuals, computer manuals, codes/ laws/ regulations, publications and reference texts, etc.

– Operates a variety of office equipment and machinery such as adding machine, printers, computer, handheld computer, fax machine, etc.

– Uses a variety of tools such as standard office tools, etc.; a variety of supplies such as general office supplies, etc.; and a variety of computer software such as word processing, spreadsheet, database, accounting, or other programs.

– Interacts and communicates with various groups and individuals such as Office Manager, coworkers, other department heads and staff, and the general public.

ADDITIONAL JOB FUNCTIONS:

Assists Plant Supervisor and maintenance when needed. Performs related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Requires a high school diploma or GED equivalent supplemented by one to two years of cashiering experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of machines and equipment including a computer, printer, etc. Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5 to 10 pounds), and performing light manual tasks.

Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or direction from supervisors.

Language Ability: Requires ability to read a variety of policy manuals, lists, records, etc. Requires the ability to prepare various records and forms with proper format. Requires the ability to speak with and before others with poise, voice control and confidence.

Intelligence: Requires the ability to apply common sense understanding to carry out instructions furnished in written, oral or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations. Requires the ability to make routine independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude: Requires the ability to record and deliver information, to follow verbal and written instructions. Must be able to communicate effectively and efficiently with persons of varying educational and cultural backgrounds.

Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine decimals and percentages, to determine time and weight.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape; and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes using office equipment and various kitchen appliances/utensils.

Manual Dexterity: Requires the ability to handle a variety of items, keyboards, control knobs, buttons, switches, catches, utensils, knives, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament: Requires the ability to deal with people beyond g1v1ng and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a slight degree.

Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

PERFORMANCE INDICATORS

Knowledge of Job: Has thorough knowledge of the methods, procedures and policies of the Iberia Parish Waterworks Department as they pertain to the performance of duties of the Cashier. Has knowledge of the functions and interrelationships of the Parish and other governmental agencies. Has knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Is able to comprehend, interpret and apply regulations, procedures and related information. Has excellent clerical and customer service skills. Is able to operate office equipment as necessary to complete daily tasks. Has the mathematical ability to handle required calculations. Is able to maintain simple records. Is able to read and interpret various materials pertaining to the responsibilities of the job. Is able to use independent judgment in performing routine tasks. Has knowledge of how to maintain effective relationships with co-workers, customers and other Parish personnel through contact and cooperation. Is able to offer assistance to fellow employees as necessary. Has knowledge of how to perform duties in a courteous manner and with the utmost integrity in the best interest of the public. Has knowledge of the occupational hazards and safety precautions of the trade. Is able to effectively perform assigned duties despite frequent interruptions and the stress of deadlines. Has knowledge of how to react calmly and quickly in emergency situations. Is able to learn and utilize new skills and information to improve job performance and efficiency.

CASHIER

Questions such instruction and direction when clarification of results or consequences are justified, i.e., poor communications, variance with established policies or procedures, etc. Offers suggestions and recommendations to encourage and improve cooperation intra- and inter-departmentally.

Develops and maintains cooperative and courteous relationships inter- and intra-departmentally, and with external entities with whom the position interacts. Safety and Housekeeping: Adheres to all established safety and housekeeping standards. Ensures such standards are not violated.
