GENERAL STATEMENT OF JOB

Under general supervision, performs skilled mechanical work in using, making, and repairing machinery, heavy equipment, tractors, and tools. Reports to the Director of Public Works.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Checks with supervisor for jobs of importance.

Tells the supervisor of what jobs are being worked on from previous day.

Ensures equipment is able to leave yard to perform daily job duties.

Goes to job sites; repairs machinery if needed.

Answers repair calls for Parish equipment that has broken during the job.

Travels from various sites throughout the Parish to repair equipment.

Orders parts that are needed in the repair of equipment.

Repairs assigned mechanical defects such as hydraulic, electrical, air conditioning, tire, drive train, brakes, steering, transmission, and related systems.

Performs bodywork including such duties as sand blasting, undercoating, priming and painting, and making fiberglass repairs.

Is responsible for various preventative maintenance duties such as changing oil, fluids, belts, hoses, tires, filters, etc., and performing greasing, cleaning, and other routine tasks.

Receives and/or reviews various records and reports such as information from supervisor on equipment, information from other employees, and various other records, reports, memos, correspondence, etc.

Refers to repair manuals, part books, policy and procedure manuals, codes/laws/regulations, publications and reference texts, etc.

Operates a variety of vehicles, equipment, and machinery such as tractor, bulldozer, excavator, etc.

Uses a variety of tools such as socket set, combination wrench set, hammer, torch, welding machine, etc.; a variety of supplies such as starting fluid, oil, grease, general office supplies, etc.; and a variety of computer software such as Microsoft Office, etc.

Interacts and communicates with various groups and individuals such as Director, Supervisors, operators, parts counter personnel, and the general public.

ADDITIONAL JOB FUNCTIONS

Loads sand, gravel, and limestone into trucks with front-end loader.

Picks up trash in the backyard with front-end loader.

Picks up and brings employees to different job sites.

Answers the telephone in the office when needed.

Performs other related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Requires a technical college diploma in automotive/diesel repair, with two to three years of experience as a mechanic; or any equivalent combination of training and experience, which provides the required knowledge, skills and abilities. Must possess a valid Louisiana driver’s license.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical requirements: Must be physically able to operate a truck, welding machine, drill press, back hoe, wrecker, mechanical, carpentry, welding and machine tools, mops and brooms, sand blaster and automotive test equipment. Must be able to exert up to fifty pounds of force occasionally, and/or up to twenty-five pounds of force frequently, and/or up to ten pounds of force constantly to lift, carry, push, pull or otherwise move objects. Must be able to lift and/or carry weights of ten to one hundred pounds.

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or directions from supervisors.

Language Ability: Requires the ability to read a variety of informational documents, reports, work orders, drawings, etc. Requires the ability to prepare letters and charts, using prescribed format and conforming to all rules of punctuation, grammar, diction and style.

Intelligence: Requires the ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in oral, written, diagrammatic or schedule form. Requires the ability to apply influence systems in supervising staff; to learn and understand technical and administrative principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to counsel and teach employees. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages automotive mechanics, fleet management.

Numeric Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to use mathematical formulas, to determine percentages and decimals and to determine time. Must be able to use practical applications of fractions, percentages, ratio and proportion.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using motor vehicles, wrecker, tools and equipment.

Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with an emergency.

Physical Communication: Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing – perceiving nature of sounds by ear).

PERFORMANCE INDICATORS

Knowledge of Job: Has thorough knowledge of the methods, policies, and procedures of the Public Works Department as they pertain to the performance of duties of the Mechanic. Has knowledge of the functions and interrelationships of the Parish and other governmental agencies. Has knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge of the principles, techniques, and methods of maintenance and repair of automobiles, light vehicles, and equipment used by the Parish. Has the knowledge to diagnose mechanical problems and implement corrective action as necessary. Has thorough knowledge in the use of various typers of shop tools such as drills, presses, grinders, etc. Has thorough knowledge of the uses of instruments employed in testing the operating of heavy-duty equipment. Is able to read, understand, and complete written requests and work assignments. Has knowledge of conducting preventive maintenance procedures for the upkeep of vehicles and equipment. Has knowledge of how to estimate time, materials, and supplies required to complete various tasks and repairs. Has knowledge of the chemicals used in operations in order to promote safe and effective handling and sue of such agents. Has knowledge and skilled in the utilization of a variety of machinery, tools, and equipment needed to complete daily tasks in an effective and safe manner. Has knowledge of how to provide assistance to other employees as necessary. Is able to complete and maintain accurate records and files related to activities. Has comprehensive knowledge of trade terminology and principles. Is able to perform work requiring good physical condition. Has knowledge of how to initiate purchase orders for needed parts and materials.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high-quality communication and interface with all Parish departments and divisions, co-workers and customers, and the general public.

Quantity of Work: Maintains effective and efficient output of all duties and responsibilities as described under “Specific Duties and Responsibilities.”

Dependability: Assumes responsibility for doing assigned work and for meeting deadlines. Completes assigned work on or before deadlines in accordance with directives, Parish policy, standards and prescribed procedures. Accepts accountability for meeting assigned responsibilities in the technical, human and conceptual areas.

Attendance: Attends work regularly and on time with a minimum of tardiness and absences and adheres to Parish policies and Procedures regarding absences and tardiness. Provides adequate notice to higher management with respect to vacation time and time-off requests.

Initiative and Enthusiasm: Maintains an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountabilities. Strives to anticipate work to be done and initiates proper and acceptable direction for the completion of work with a minimum of supervision and instruction.

Implements work activity in accordance with priorities and estimated schedules. Maintains a calendar for meetings, deadlines and events.

Safety and Housekeeping: Adheres to all safety and housekeeping standards established by Parish and various regulatory agencies. Sees that the standard are not violated. Maintains a clean and orderly workplace.
