In one of his most recent proclamations, 117 JBE 2020, Governor John Bel Edwards allowed Louisiana to enter into Phase 3. However, he declared that bars and lounges must remained closed; however, the Governor declared that a Parish may permit bars within its geographical jurisdiction to re-open under these conditions: The percent positivity rate of the Parish is 5% or below for two consecutive weeks Bars that are allowed to re-open can operate at 25% of capacity up to 50 patrons Table service only will be allowed No one under the age of 21 years may enter the bar No live music is allowed Bars may serve from 8:00 A.M. until 11:00 P.M. A bar may offer outdoor service; however, no more than 50 patrons are allowed and all of the above restrictions will apply If the positivity rate of a Parish rises to 10% or more, then any bar that has re-opened must close
The positivity rate for Iberia Parish for the last two weeks is 5.5% (week of September 3rd-9th) and 3.50% (week of September 10th-16th). Therefore, Iberia Parish is close to meeting the threshold for the re-opening of bars. The percent positivity rate is published every Wednesday by the Louisiana Department of Health.
I have stated on prior occasions that I am in favor of allowing all bars to re-open upon the Parish meeting the 5% threshold for two consecutive weeks. In view of the current positivity rates for our Parish, I am hopeful that we meet the 5% threshold on Wednesday, September 30, 2020. If we do, I will issue the necessary Parish proclamations for bar re-openings in our Parish. In the meantime, all bars and lounges in the Parish may wish to start planning to re-open under the restrictions imposed by the Executive Order. It is recommended that all bar contemplating re-opening visit https://opensafely.la.gov/ for specific guidance and regulations.
